Upcoming Construction Look-Ahead
Week Beginning May 4, 2026 

Weather permitting, construction activities for the Centralville Sewer Separation Project will continue in early May as part of the City of Lowell’s ongoing efforts to improve sewer capacity, reduce flooding, and protect the Merrimack River. Crews from Albanese D&S, Inc. will be active at multiple locations throughout the Centralville neighborhood. 

Where Work is Happening

Hildreth Street (Bunker Hill Avenue to Ludlam Street)
Water main installation will continue along Hildreth Street, including pressure testing and chlorination of newly installed sections. Crews will also remove temporary disinfection connections associated with prior work. 

Ludlam Street (Hildreth Street to Barker Avenue)
Water main installation is expected to begin and continue along Ludlam Street. Work will include installation of new pipe and related infrastructure improvements.

Bunker Hill Avenue (West Sixth Street to Lakeview Avenue)
Crews will continue installation of a large culvert, water main, sewer, and drainage infrastructure in this area. This work will require a continuous, around the clock, multi-day road closure of Bunker Hill Avenue during this phase.

Additional work will include installation of water services north of West Sixth Street and continued utility coordination activities.

Bunker Hill Avenue (between West Sixth Street and Lakeview Avenue) 
Crews will begin setting up a temporary water bypass system, which will help maintain service during upcoming sewer construction. This work is weather dependent. 

Sewer Bypass and Lining Operations (Various Locations)

Crews will begin setting up and operating a temporary 48-inch sewer bypass system to support ongoing sewer rehabilitation work.  

As part of this effort, cured-in-place pipe (CIPP) lining will take place at multiple locations throughout the project area, including segments on: 

  • Beacon Street  
  • Hildreth Street  
  • Homestead Road  
  • Willard Street  
  • Barker Avenue  
  • Billings Street 

Residents may notice a slight odor while some of this work is taking place, which is normal and not harmful. 

Special Activities / Temporary Impacts 

Planned Water Shutdowns 

The following temporary water service interruptions are anticipated to support system connections and valve work: 

  • Homestead Road – One-day shutdown for water main tie-in  
  • Unsworth Road – One-day shutdown for water main tie-in  
  • Ludlam Street / Hildreth Street Intersection – One-day shutdown for valve installation and connection work  
  • Carolyn Street at Bunker Hill Avenue – One-day shutdown to support pressure relief and valve work  
  • test shutdown of a 24-inch water main on West Sixth Street at Bunker Hill Avenue is also anticipated.  

Residents will be notified in advance of any planned service interruptions. 

Road Closures and Traffic Impacts 

  • Bunker Hill Avenue will experience a multi-day, full road closure during culvert and utility installation work.  
  • Temporary traffic impacts, lane shifts, and detours may occur in surrounding areas. 
What Residents May Notice 

During construction, residents and travelers may see: 

  • Extended road closures and detours near active work zones  
  • Temporary lane shifts and on-street parking restrictions  
  • Large construction equipment, including excavators and bypass piping  
  • Construction crews working extended or overnight hours during critical operations 

City staff and contractors will work to maintain safe access for residents, businesses, and emergency services.

These activities support upcoming sewer separation construction and stormwater improvements throughout Centralville. As construction progresses, work locations will continue to shift across the neighborhood.
