Upcoming Construction Look-Ahead
Week Beginning June 29, 2026 

Weather permitting, construction activities for the Centralville Sewer Separation Project will continue through mid-July as the City of Lowell advances critical infrastructure improvements to reduce flooding, improve sewer capacity, and protect the Merrimack River. 

Crews from Albanese D&S, Inc. and subcontractors will remain active throughout the Centralville neighborhood performing water service connections, water main installation, sewer and drainage utility work, rock drilling, roadway preparation, water main pressure testing, and excavation for future sewer infrastructure. 

No work is scheduled to take place on Friday, July 3rd. The project team wishes everyone a safe and happy 4th of July. 

Where Work is Happening 

VFW Parkway Area 
Crews are expected to begin setting up traffic controls along the VFW Parkway corridor in early July. This work helps prepare the area for upcoming construction. 

Residents may see crews installing temporary fencing, removing guardrail, setting up erosion controls, and preparing the site for future utility work. 

Bunker Hill Avenue 
Work will continue on Bunker Hill Avenue between Lakeview Avenue and West Sixth Street. Crews will continue installing underground sewer, drainage, culvert, and water infrastructure. Sewer service work and additional water main work are also expected near West Sixth Street. 

Bunker Hill Avenue is expected to remain closed 24 hours a day between Lakeview Avenue and West Sixth Street while this work is underway. 

Billings Street, Ludlam Street & Willard Street 
Water service work is expected to continue on Billings Street and Ludlam Street. Crews are also expected to begin installing a new water main on Willard Street. 

Hildreth Street 
Rock drilling will continue on Hildreth Street as crews prepare for upcoming utility improvements. 

Crews will also continue testing and disinfecting newly installed water mains in different parts of the project area before they are placed into service. 

Planned Water Shutdowns 

The following temporary water shutdowns are currently anticipated: 

  • June 30 – Ennell Street at Hildreth Street 
  • June 30 – Lakeview Avenue at Bunker Hill Avenue 
  • June 30 – Willard Street near Market Basket 
  • July 1 – Willard Street at Beacon Street 
  • July 8 – Ludlam Street at Barker Street 


Residents will be notified in advance whenever possible before planned water service interruptions.
 

Road Closures & Traffic Impacts 

Crews are targeting the week of July 13–17 for a 24-hour closure and detour of W. 6th Street at Bunker Hill Avenue. The exact timing is subject to change based on field conditions and construction progress. Residents and commuters should continue to expect temporary lane shifts, detours, parking restrictions, and construction traffic near active work zones. 

Bunker Hill Avenue between Lakeview Avenue and West Sixth Street will remain under a continuous full road closure during ongoing utility installation. 

Additional traffic impacts should be expected near VFW Parkway, Billings Street, Ludlam Street, Willard Street, and Hildreth Street as work progresses. 

What Residents May Notice 

During construction, residents and travelers may see: 

  • Water service connections and water main installation 
  • Sewer, drainage, and culvert construction 
  • Excavation and hydraulic shoring operations 
  • Rock drilling and utility testing 
  • Temporary traffic control measures and detours 
  • Construction equipment and utility crews throughout the project area 


City staff and contractors will work to maintain safe access for residents, businesses, and emergency services. 

Looking Ahead 

These activities support upcoming sewer separation construction and stormwater improvements throughout Centralville. As construction progresses, work locations will continue to shift across the neighborhood.
